The Secretary of State for the Colonies to the
Governor of Hong Kong.

With reference to your despatch of 26th January Confidential. It is reported by Consul General at Shanghai thatfirm mentioned has adopted American registration to avoid difficulties consequent upon its having an enemy subject as a director. It is not clear how the firm which is apparently in- corporated under the laws of Hong Kong could be placed on American register and the Secretary of State for Foreign Affairs would be glad to know whether you can throw any light on the matter.
