Sir:-
I am directed by Secretary Sir E. Grey to inform
you that a telegram has been received from Sir E.
Fraser, His Majesty's Consul General at Shanghai, stat-
ing that the firm of Andrews, von Fischerz and George,
with a view to overcoming the difficulties which may
arise for it on account of its having an enemy director
has adopted American registration.
This firm is Sir E. Grey understands from your

letter 32644 of July 23rd incorporated under the laws
of Hongkong, and it is not clear how it could be placed
upon the American register. I am to request that the
Secretary of State for the Colonies will be so good as
to enquire of the Governor of Hongkong by telegraph
whether he can throw any light on the matter.
