I have the honour to acknowledge the receipt of your
Excellency's despatch No. 5883/12 of the 17th ultimo
relative to the registration at His Majesty's Consulate-
General at Canton of a Chinese born in Hongkong of
Chinese parents who did not possess a British-born certi-
ficate.
I have forwarded a copy of your despatch to the
British Acting Consul-General with the request that he
will furnish me with a report as to the circumstances
in which the registration was effected and I have point-
ed out that there would appear to have been a departure
made in this particular case from the practice usually
followed at His Majesty's Consulate-General at Canton
in respect to the registration of Hongkong-born Chinese
as described by Mr. Jamieson in his despatch No. 42 of
October 14th of last year, copy of which was sent to
Your Excellency direct.
I concur in Your Excellency's view as to the desira-
bility of the early issue of the instructions to His
Majesty's Consular Officers referred to in the last
