With reference to my Confidential Despatch of the
26th ultimo, I have the honour to inform you that this
Government was recently prevented from deporting an
undesirable Chinese born in Hongkong of Chinese parents,
to whom it would under no circumstances have granted a
certificate of British Nationality, known locally as a
British-born subject Certificate, by the fact that at
the end of last year this person on the production of
a birth certificate only had been registered in the
British Consulate-General at Canton. I venture there-
fare to suggest that the issue of instructions in the
sense of the letter from the Foreign Office referred to
in my letter of the 26th ultimo and which has now no
doubt reached you would assist this Government.
