thorough censorship of all correspondence at the present
time, and to express Sir E. Grey's surprise and regret that
in view of the opinion expressed by the Law Officers on
March 31st last a more effective censorship has not already
been established at Hong Kong, as the neglect of this
precaution has left open a most valuable channel of
communication to enemy subjects in China, and has deprived
His Majesty's Government of what should have been a useful
source of information both as to their commercial activities
and political propaganda.
