I am directed by Secretary Sir E. Grey to state
for the information of the Secretary of State for
the Colonies that the President of the Freiburg
branch of the Baden Prisoners Care Committee has
requested that two German ships doctors, formerly in
the employ of the North German Lloyd and now interned
in British camps may be liberated. These are 1) Dr
Eugen Drouven, interned at HongKong and 2) Dr Richard
Häffner, interned at Gibraltar. The latter is des-
cribed as "Ersatzreservist, Sanitätsabteilung."
Sir E. Grey is of opinion that, if these two
persons can produce satisfactory proof that they are
in reality medical practitioners and if there is no
special charge against them, they should be released,
and I am to enquire the views of Mr Secretary Bonar
