Your petitioners have further good grounds for belief that
endeavours have been made by many of such persons of enemy
nationality to stir up trouble between the said Native
population and Great Britain and have otherwise acted in a
manner which is calculated to be of danger to Great
Britain.
Your petitioners have ascertained that these persons of
enemy nationality who are subjects of Germany, and are
resident in the Shameen aforesaid, one and all sympathize
with the barbarous methods employed by Germany in the
present war, including the recent infamous destruction of
the Steamship "Lusitania."
The position of your petitioners and all British residents
of, or visitors to, the Shameen aforesaid is daily becom-
ing more difficult and intolerable in consequence of the
presence and of the sayings and doings of persons of
enemy nationality in the said British Concession, and
your petitioners fear that unless such persons are re-
moved from, and are prohibited from re-entering the said
Concession
