I have replied in the sense of my remarks above and

have added that until His Majesty's Government adopt

a view as to the British Concessions in China differ-

ent from that hitherto held, there is, in my opinion,

little hope that any steps will be taken to bring

about the expulsion of the Germans from the British

Concession on Shameen.

I am informed that a copy of the enclosed peti-

tion has been forwarded to the China Association at

Hongkong.
