In connection with my despatch No. 136 of June
7th I have the honour to submit for your considera-
tion copies of correspondence with His Majesty's
Acting Consul-General at Canton respecting a pe-
tition from British residents on Shameen praying
for the removal of Germans and Austrians from the
British Concession.
It will be remembered that this question was
raised at an early stage of the War by the General
Officer Commanding in South China and that in your
despatch No. 288 of the 6th November last you
approved the attitude which had been adopted in
the matter by this Legation, the Consul-General at
Canton and I may add His Excellency the Governor
of Hongkong. At that time the removal from the
