I am directed by Secretary Sir E. Grey to
acknowledge the receipt of your letter of the 10th
instant relative to the measures to be taken at
Hongkong respecting Dr. Cook and the party of
Indians on the 8.8. "Mongolia".
sir E. Grey concurs in the opinion of the
Secretary of State for India that it would be ad-
visable merely to watch Dr. Cook for the present.
