The Secretary,
I am directed by Secretary Sir E. Grey to acknow-
ledge the receipt of your letter of the 26th ultimo
in regard to trading with the firm of Messrs Andrews
Von Fischerz and George Limited of Shanghai,
In reply I am to inform you that the firm in
question being registered in Hongkong 13 a British
Company and therefore as between Kessrs Andrews and
Company and yourselves, trade is permissible. I am
however to draw your attention to the terms of the
Proclamation which was issued on the 25th ultimo on
the subject of trading with the enemy in China, and
to suggest that if you are in any doubt as to its
proper interpretation with reference to the position
of the firm above referred to it would be advisable
for you to take legal advice.
