Sir Edward Grey to Sir J. Jordan.
Foreign Office, April 8, 1915. I HAVE received your despatch No. 28 of the 22nd January last, reporting an interview which you had last year with Messrs. Ezra and Levy, representing the foreign opium importers at Shanghai. I approve the language held by you to Mr. Ezra on this occasion, and I concur generally in the views expressed by you in your despatch.
