would gradually replace British

manufactures by those of German origin wherever

possible.

Mr. Girardet and Mr. Bruce state that they have

no actual evidence of this organisation, but the

disclosures of Sir E. Goschen as to a subsidized

commercial organisation would appear to give weight

to their contention, It would be useful in any case

to ascertain if the books of German firms now in

liquidation in Hongkong in any way confirm their

sus icions.

If they do so it would appear to be a strong

argument in favour of the replacement of German agents

by British agents for the sale of British manufactures

in China, There seems no doubt that German commerce

in the Far East has been carefully and thoroughly

organised
