With reference to your despatch No 17 of the 18th ultimo, I have the honour to forward copy of a confidential circular which has been sent by the German Consul at this port to all German firms representing British insurance companies.
It may be of interest to the signatories of the letter addressed on December 1, 1914, to the Board of Trade by representative British insurance companies to learn that the German Government proposes to utilise the special information acquired by the German agents of these companies with a view
to the reconstruction of German insurance business at the
close of the war.
