Referring to your telegram of the 20th day of April
I should beg to suggest that the Chinaman to whom reference is made should not be permitted to proceed to Burma or India. Please ascertain for me and telegraph
at once the name of the Chinaman and whether he came to
Saigon from Hongkong or whether he visited Burma and
India first and then proceeded to Saigon. The views of the Lieutenant Governor will be wired on the receipt
of this information. In the meantime you can perhaps
arrange for the man in question to be kept under arrest.

Your telegram of April 24th.
True name of Chinaman unknown, he calls himself Tan
Hang King. Arrived from Hongkong April 6th as a first
class passenger. Cannot say whether Burma and India
already visited. He refuses to answer questions. He 18
kept in solitary confinement. Case likely to last some
considerable time as he is under suspicion of trying to
start German propaganda amongst the Annamites besides his
proposals to the Burmease Prince.
In any case he will
be kept under arrest until you decide whether you take
steps for his extradition or any other course.
Photographs and finger prints are being sent to Hongkong
for identification if possible.
