The Prince Mingoon Min to the General Commanding in Cochin

I have the honour to communicate the following facts to you:

On the morning of the 12th instant a China- man one Tan Hang King, a German spy, came to my house all alone and not being able to see any one he left and came back again at 3 p.m. accompanied by another Chinaman as Interpreter. My son acted as interpreter for me. He translated as follows:- I have come here to beg of you to subscribe to something which is for the good of the whole world. I replied that for the moment could give nothing.

I told him that Mr. Houssaire, my Secretary-Interpreter who happened to be there at the moment knew English and could translate for him. He immediately withdrew saying that he did not understand English but evidently mistrust- ing Mr. Houssaire. The next morning (13th) at home 11 a.m. he again appeared accompanied by the same Chinam Interpreter and made the following suggestions to me. "I have been sent here by the late Germen Consul at Hong- kong and who is now in a village near Canton. I was bor and educated at Tsingtao. I speak and write German, Before the war I was sent to Hongkong to be attached to the Consulate.
