had suspicions that the Chinaman in question had also tried to stir up trouble and initiate German propaganda amongst the Annamites. In any case he will be tried and possibly convicted for his proposals to Prince Mingoon Min on the charge of "espionage sur un territoire en état de guerre au profit d'un ennemi".
Both the Chinamen are in solitary confinement in the military prison. According to Chinese rumour one is really a half caste German-Chinese, a clerk and well educated; the other is said to be the "Boy" of the ex- German Consul at Hongkong and to have been in his service for 18 years.
The authorities are at present waiting to see whether either of the two arrested men can be identified. In any event the General has promised to give me ample notice in case these Chinamen should have to be released so that the British Government might take any steps they desired to.
