Sir:-

I have the honour to report that the Military Authorities recently arrested a Chinaman here on the suspicion of his being a German Spy.

His arrest was primarily due to the Burmese Prince Mingoon Min to whom he had made proposals for stirring up trouble in Burna.

I have the honour to attach a translation of the written statement made by Prince Mingoon Min to the General commanding in Cochin China who handed a copy to

me.

The Governments of Burma and Hongkong are being kept fully informed as to the course of events as will be seen from copies of the correspondence forwarded herewith.

Subsequently a second Chinaman was arrested and some others are being watched by the Police. At present photographs and finger prints of the two Chinaman have been sent to Hongkong for identification if possible. Copies will also be sent to Burma by the next Mail.

The case against the Chinamen is likely to take some considerable time as matters are not being hurried at all. The fullest investigations are to be made both in Cochin China and Tonkin. The General told me that they
