I have the hobour to transmit to you
herewith copy of a letter which I have received
from the Chairman of the Hongkong General Chamber
of Commerce, forwarding the observations of the
Committee on the Agreement which is known to be
under negotiation between China and Japan.

It will be seen that the text of the
Japanese demands as contained in this communication
is accurate in all essential points and that the
criticisms of the Hongkong General Chamber of Con-
merce follow generally the lines of the objections
that have been raised to the Japanese demands in
other quarter". There is reason to believe that
Fome of the demands have been modified or dropped
but, speaking generally, their probable effect on
British interests in Chinn doet not seem to be
Sir Edward Grey, Bart., K.G., M.P..
