I am directed by Secretary Sir E. Grey to trans-
mit to you, to be laid before the Secretary of state
for the Colonies, the accompanying copy of a letter
which has been communicated by ir. Anderson, Chairman

of the China Association, stating that in the course
of the liquidation by British firs of German houses
in Hongkong, it has transpired that there is some
ground for believing that a German state-aided Finan-
cial Trust is behind certain prominent German houses
for the sole purpose of ousting commerce at all costs
from the hunds of British merchants,
This report if founded would have considerable
bearing on the question now before His Majesty's Govern-
ment of further restricting commercial intercourse in
Chins between British and enemy subjects, and in the
circumstances
