Peking, March 9, 1915. Sir,
WITH reference to your despatch No. 338 of the 31st December last, I have the honour to report that I have instructed His Majesty's consul-general at Shanghai to warn the municipal council in the terms of that despatch.
The Chinese Government have not yet asked for a joint inspection of Kiangsu, In the although their attention has more than once been directed to this matter. event of the province not being declared clean in April next, I will submit for your consideration my suggestions as to the measures to be adopted for securing a genuine and considerable reduction in the number of licences issued in the international settlement.
