I AM directed by Mr. Secretary Harcourt to acknowledge the receipt of the letters from your Department of the 10th, 15th, and 16th December, and to state, for the information of Secretary Sir E. Grey, that he concurs in the proposal to take no further action in the direction of putting the Opium Convention in force.
Mr. Harcourt has no observations to offer as regards laying parliamentary papers on the subject of the Opium Conference.
