Foreign Office, December 16, 1914. I HAVE the honour to express to you my thanks for the uote which you were good enough to address to me on the 3rd instant, enclosing copy of the final protocol of the 3rd International Opium Conference.
His Majesty's Government have taken note of the fact that a protocol has been opened at The Hague, in accordance with the opinions expressed by the Conference, to receive the signatures of those Powers who intend to put the International Opium Convention into force without waiting for ratification by all the Powers.
