The report of the American Consul General at Hongkong of December 15th last on his inspection of
the detention camp there, Enclosure with Note
Verbale of the Embassy of the United States of
America of March 10th, F. 0. No. 2606) contains
the statement that German women and children are
placed by the authorities there before the alter-
native of internment in the concentration camp or
departure from the colony. This treatment of women
and children, in all cases where, for any reason
whatsoever, their departure is not feasible or ad- visable, is equal to compulsory internment and is
inconsistent with the treatment which is accorded
to English women and children in Germany and also
to German women and children in England itself,
and, so far as is known to us, in her other colon-
ial possessions.
The Foreign Office asks the Embassy of the United States of America kindly to bring the fore-
going to the notice of the British Government, through the mediation of the American Embassy in London, and to request that the British Government
