early recrudescence unlikely, as, for instance, in the case of suppression of import of the native drug. Otherwise we cannot assign any significance to word "effectively " as used in Agreement beyond mere redundance. See, in this connection, also Jordan's telegram of the 28th August, 1911.

3. As to inspection procedure. Naturally we are not in position to suggest details as to procedure to be adopted next spring. We are, however, glad to be assured that it will be as thorough as possible. We assume that adequate number of officers will } be deputed in view of extent of area concerned. We also note that reports of inspections will be submitted for consideration both to us and His Majesty's Government. We shall be most happy to fall in with Jordan's suggestion that we should telegraph our views on these reports.
