Sir:-
I am directed by Secretary Sir E. Grey to inform
you that he has been in communication with the Army
Council with regard to your letter, No.9427 of the 8th
instant, enclosing a copy of a despatch from the
Governor of Hong Kong, relative to the transmission of
cypher telegrams from that island by the United States
Consul General to his Government at Washington.
I am to state that the Army Council concur in Sir
1. Grey's opinion that to grant the facilities desired
by the United States Consul General at Hong Kong would be
to create a dangerous precedent, and that the attitude
of the Hong Kong Government in declining to do so was
correct.
