Sir:-

In reply to your letter 8952/15, of the 23rd.

ultimo, I am directed by Secretary Sir E.Grey to state

that it does not appear to him that there would be

any possibility of obtaining the condemnation of the

cargo of antimony referred to in your letter at the

present stage.

Sir E.Grey does not consider that it is possible,

from the information in his possession, to connect the

antimony on board the S.S. "Chinese Princess' with that

financed by Kupp's agent, and unless further evidence

is available, there can be no ground for stopping

this consignment.

In Sir E.Grey's opinion is would be more desirable

to endeavour to watch these consignments, and obtain

information of any shipments by the American

consignees to Europe.

I am,

Sir,

The Under Secretary of State,

Colonial Office.

Your most obedient

humble Servant,

Ralph Pager
