Sir:-
I am directed by Secretary Sir E.Grey to
transmit herewith for the information of 'r.Secretary
Harcourt, a copy of a despatch from His Majesty's
Consul at San Juan, Porto Rico, reporting on the
internment at that port of the German S.S. "K.D.3",
whose crew is stated to be partly composed of natives
of Hong Kong.
Sir E.Grey proposes to approve the attitude
adopted by Mr. Waymouth, but before writing to him
in that sense, he would be glad to learn i'r.Harcourt's
views on the subject.
