The American Ambassador presents his
compliments to His Majesty's Secretary of State for
Foreign Affairs, and has the honour to transmit herewith
enclosed a copy of a letter he has received from the Em-
bassy at Berlin, dated January 27th. relative to the
regulations concerning the correspondence of German
civilians interned in Hong Kong.
