Grey to transmit, herewith, for the consideration of the Secretary of State for the Colonies, copy of a letter from the United States Ambassador at Berlin relative to the regulations concerning the correspondence of German civilians interned in Hongkong and to state that, if Mr. Secretary Harcourt concurs, he proposes to reply to the United States Ambassador in the sense of the Colonial Office letter No.236/1915 of the 9th ultimo.
