I am directed by Secretary Sir E. Grey to
transmit, herewith, for the consideration of the
Secretary of State for the Colonies, copy of a
letter from the United States Ambassador at Berlin
relative to the regulations concerning the corres-
pondence of German civilians interned in Hongkong and
to state that, if Mr. Secretary Harcourt concurs, he
proposes to reply to the United States Ambassador in
