and United States Governments to prohibit the export of all but bunker coal from their East Indian porta, as the only method of preventing the activities of German supply ships, in view of the extent and intricate nature of the coast line of the archipelago. The two Lovertments would in addition be requested to

consult together with a view to concerting measures

for the maintenance of their neutrality and they would

be informed that, wiess they could prohibit the

export of all but bunker coal it would become neces-

sary for :is Majesty's Government to prohibit the

export to Dutch and United States Last Indian ports

of coal from any British porty or at any rate to

perait such export only under particularly stringent

guarantees auch, for instance, as those now exacted

by the Australian Government in the case of coal going

to Dutch Cast Indian ports.

of the Admiralty concur in the above view and i az

to inform you that copies of this correspondence have

been forwarded to the Colonial uffice and india uffice.
