9th January respectively relative to the exportation
of coal from 3anila, I am comanded by y Lor Concla
-sioners of the Admiralty to enquire of the secretary
of State for Foreign Affairs, whether the expurt of
all cokl from the British Empire to the .hilippines
could not be prohibited, unless We six eran colli-
