I am directed by Secretary Sir E. Grey to transmit

herewith copies of correspondence with the Admiralty

regarding the danger that German cruisers may be coaled

from the Germun merchant ships now in the ports of the

Philippines and Dutch East Indies,

Sir E. Grey will be glad to learn as soon as

possible the views of Mr. Harcourt on the proposed

restriction on or prohibition of the export of British

coal to these ports, in the event of the United States

and Netherland Governments refusing to prohibit the ex-

port from them of all but bunker coal.
