His Majesty's Consulate-General,

SHANGHAI.

November 12th, 1914.

In accordance to the instructions contained in your

despatch No 88 of September 24th last, I have the honour to

transmit herewith a list of all persons born in Hongkong of

Chinese parents who are registered at this Consulate-General.

The preparation of this Report has been delayed owing to the

difficulty of discovering the holders of certificates, whose

documents were required for verification before finally sub-

mitting this reply.

Registration has in the past been granted merely on the

production of the "Hongkong Birth Certificate" and Mr. Tam

Wa is the only person who has been registered on the product-

ion of a certificate as specified in Sir Ernest Satow's

Circular.

As regards protection, cases in which the protection

of this Consulate General is claimed are rare, but there is

no
