In compliance with the instructions contained in your
despatch No 262 of the 22nd of September I have directed His
Majesty's Consular Officers in China to forward to the Govern-
ment of Hongkong monthly lists of persons coming from the
Colony who have been registered at their respective Con-
sulates as British Subjects together with a description of the
document which such registration was effected. The period-
ical supply of this information will doubtless prove of use
to the Government of the Colony as affording a means of
checking the issue of fraudulent birth certificates and in
view of the fact that the legal advisers of your Department
appear to hold that there is no objection to the deportation
from the Colony under the amended Ordinance of Hongkong-
born British Subjects (not being possessors of the Hong-
kong British-born certificate) who have been registered at
a British Consulate in China, I venture to express my con-
