I HAVE the honour to transmit herewith copy of a note which I have addressed to the Chinese Government giving my assent to their proposal that the importation of opium leaf into the closed provinces be prohibited in all circumstances.

I HAVE the honour to acknowledge your Excellency's note of the 4th instant requesting my assent to the proposal put forward by the civil Governors of the various provinces that," besides prohibiting the import of opiuto leaf which is used as a covering for foreign opittu into all provinces into which the import of foreign opium is prohibited in the same manner as the import of the foreign opium itself is prohibited, the import also of opium 'leaf' which is not used as a covering for foreign opium into all provinces into which import has been prohibited should similarly be prohibited, in order that the prohibition of opium, which is an administrative measure of the greatest importance, may thus attain complete success.

I have the honour to state in reply that I have no objection to the above proposal provided it be strictly confined to the provinces already placed on the prohibition list under article 3 of the 1911 Opium Agreement.
