These difficulties appear to arise from the
provisions in the new Enemy Winding up Ordinances aime at preventing the business of liquidated German firms
being resuscitated by their British managers. Sir E.
Fraser's memorandum does not make any definite suggestion
and I do not see that anything will be gained by
registering it unless we are going to make some
enquiry about the ship referred to in the last paragraph Personally I think that the Governor may be trusted to
deal with cases of this kind satisfactorily, as he seems to have got a good grip of the situation. With regard to the earlier part of the memorandum, Sir E. Fraser's difficulty appears to be that he is not at
the present authorised to take same steps with regard to these British managers as are being taken in Hong Kong,
I do not think that this can affect the policy of
Hong Kong or that we can do anything in the matter
If Sir George Fiddes likes I will draft an
answer to Sir V.Langley stating the position.
I am sorry to have kept the papers, but I
wanted to deal with the great number of registered papers onthis subject first, and have been delayed by pressure of work.
