We have been requested by the Under Secretary of State

for the Colonies to write to you in reference to the costs

of the Appellant in this appeal by special leave to the

Privy Council,

As you will recollect the Record and the Appellant's

Case were printed at the expense of the Crown, and the

Appeal being in forma pauperis we were excused payment of any Court Fees in the Privy Council. The only actual

payments we have yet made are the charges for cables to Hongkong and petty disbursements, amounting in all to

£3 or £4, and the proportionate payments for clerk's sal- aries.

We have not yet paid any fees to our Counsel, as

neither we nor the Appellant's agents in Hongkong have

received any fund out of which such payment could be made.
