With reference to your letter of the 7th of

Treasury October 1913, No.33383/1913, I have the honour to

state that the Chartered Bank of India, Australia

and China has applied to us for the release of

£25,000 War Loan 3% fully paid Bonds which are held

back by us as security for the Bank's issue of

notes, in exchange for £25,000 City of London

34% Bonde repayable in 1918.

2. The Bank informs us that the matter ie

urgent and we shall be obliged therefore if we may

be informed as early as possible whether the Secretary

of State aproves of our carrying out the proposed

exchange of securities, as to which we do not see

that there can be any objection.
