Referring to your letter No 37654/1913 of the 5th November 1913 notif ing us of the death of Mr. J. Ross, Overseer, Public Works Department, Hong Kong, I have the honour to transmit for the information of the Secretary of utate copies of correspondence

relating to the grant of a pension from the Hong Kong Widows' and Orphans' Fund to the widow of the deceased officer.

2. "ith reference to the letter of 6th January last from the Goverment of Hong Kong I have to say that while we are satisfied that re. Jane Ross is the lawful widow of the deceased, yet it appears to us that the Directors of the Fund, in view of the circumstances now disclosed (which probably were not known to them before) and of the discretion vested in them by section 21 of Ordinance No 15 of 1908, may wish to consider the question further. We should therefore have been
