With reference to your letter of the 9th

November, we beg to inform you that we have gone

carefully through the proposals contained in the report

of the Director of Public Works and illustrated in the

plane and statements furnished therewith, and we now

beg to submit the following report on the matter.

2. The drawbacks of the present syster, as set

forth by the Director, are such that a reorganisation

of the syst ex is obviously necessary and without fuller

information as to the underlying causes of the in-

efficiency of the system, referred to by the Director

as being due to faulty operating, dual control, and

difficulty in hearing owing to indust ion and defects p

the aerial wires, we consider the proposed new system

one that will with minor modifications satisfactorily

meet the requirements of the Government.
