Your confidential despatch of November 4th, Observe that under Rule 2 exportation of compounds and preparations of mercury continue to be allowed except to foreign destinatia countries in Europe, &c. Exportation of these goods from United Kingdom is prohibited to all foreign destinations are there any special reasons for different treatment in Hongkong. No objection to exportat- ion of vermilion as provided for in Rule 2 if made from Chinese territory but mercury obtained from United Kingdom should not be re-exported as vermilion to foreign destinat- ions. As regarde last paragraph no objection as regards spirits of wine from Java and opium. What are the principal, drugs referred to and whence are they procured.
