Your letter of 22nd. January on the subject of the smuggling of salt into Canton by vessels trading from this Port has been laid before the Governor and I am directed to inform you that His Excellency is not aware of any instance in which one country makes it an offence to break the law of another country by committing an act which is no offence in the county in which it is committed. When a country desires another to assist it in enforcing its law, the matter is made the subject of a treaty and reciprocity in some form is demanded unless such a request is granted from motives of morality as in the case of the Opiu Agreement between Hongkong and China. But in the case of salt there is no such ground for action.

His Excellency, therefore, fails to see why a new offence involving; additional calls on the Police should be ruské created in this Colony in order to enforce a Chinese law of pro- -hition which is inoperative here. The matter is clearly one which must be dealt with by the authorities at the port of destination.
