MEMORANDUM ON SALT SMUGGLING IN THE KONGMOON DISTRICT.

The following is a copy of a report I called for from Tide surveyor Wittsack which I think is best to place before you
in its entirety.
"I have the honour to report to you as follows regard-
ing an established system of smuggling large quantities of salt into the Kongmoon District. Events and personal observation have proved to me that the extensive salt-smuggling carried on in this district is aided and abetted by the Salt Commissioner's own preventive launches, the Salt Merchants and the Government Gun- boats guarding the West River Delta.

"On February 24th, two natives came to me, stating that they wished to give information regarding 28 junks loaded with salt lying ready to leave Yau Ma Ti {
) near Hongkong,
for this delta. On being closely questioned by me, the inform- ers told me that they were salt smugglers themselves and that they themselves owned two of the junks ready to leave Yau Ma Ti. As reason for offering this information they stated that they wished to have revenge on the salt merchant in Tao Moon (
a town near the Gaemoon (
) and Taomoon (
) entrance
to the West River, for holding their junks for a gambling debt
incurred during the Chinese New Year celebrations. The salt on board of thejunks they were ready to forfeit but they request-
ed to have their junks returned to them. Further information
regarding the movements of the salt smugglers, their vessels,
the amount of salt smuggled and the possibility of its being smuggled in such enormous quantity shows that the following system is follawed:-
"There are 28 junks employed in smuggling salt to Tao Moon ( ). Ten of these load 800 piculs of salt, whilst the remainder load 400 picule each. They make two trips each month, giving a total of 30,400 piculs per month. After having taken the salt on board at Yau Ma Ti (
