In reply to your letter of the 25th. inetant, No. 118 in 3590/15, concerning a man named Dawes Dekker, I have the

honour to inform you that Dr. E. F. E. Douwes Dekker, nged, 35,

is a doctor of Political Science, born at Paspernoon, Java. He arri

arrived from Holland via America per P. & 0. S. 3. "Kellore" on

18th. lovember, and is at present in the venereal ward at the

Government Civil Hospital, and will not be fit for discharge for

about 10 days.

He is in possession of a Dutch pass.ort issued on

24th. August. The Vice-Consul for Holland informs me that the

Chief of Police states in a report dated November 8th.:-

"Monsieur E.F.E.Douwes Deker was interned at Timor

Koepang (N.I.) by a Government decree No. 1A of 18th. August, 1913.

As a favour he was allowed to go to Europe at his own expense, but,

should he return to Netherlands India, he would be apprehended

forthwith and transported to the said Island. The N.I.Authorities

know from a reliable source that M. Douwes Dekker is still being assisted by his party (the Indian party) in Netherlands India from the so-called Tado fund and that he continues to plot against the Netherlands Indian Government in a very secret way by continuously entering into correspondence with the "Geheime Comite von Actie" (Secret Committee of Action) at Batavia through the medium of middlemen, it has been deemed necessary to have him shadowed and his correspondence censored. The following information would be Erently appreciated:-

(a). What sums of money are being sent to him?

(b). Who are the individuels that make those remittances

and from where are these sent ?

(c). What people does he meet here (presum-bly Germana,

British Indians, Turks or Arabs)?.

(d). With what individuals in Hetherlands Indin does he
