of the Hong Kong and Shanghai Bank but without success.
As I reported to pay at the time, I invited Mr. Stabb to
accept the seat on the Legislative Council now occupied by
Mr. Shell11m The Bank nowever has always been unwilling
to allow their Managers to devote tnoff time to public
affaire which a seat on the Legislative Council involves.
Buta seat on the Executive council is much long exacting
Mr Stabb would accept the appointment
and
I believe that

if offered to him.
8 I cannot conscientiously
recommend any of the unofficial
members of the Legislative Council for this important post.
But I desire to bring to your notice the fact that Mr
H.B. Pollock K.C. nas filled the position in the
capacities and for the periods mentioned in the
attached
copy of questions of which he gave notice at the fast
meeting of the Executive Council. In this connection i also
enclose copy of a letter he addressed to the Colonisi
Becretary in reply to my invitation to succeed är Hewett
on the Licensing Board.
That Mr. Fellock will feel aggrieved if ne is not appointed
there is no doubt. But a substantive appointment is a
