Refer to my oypher telegram dated the 23rd November. H.M'■ Government has made the following arrangements with the Eastern Outward Conference Lines New York:-
1. Goods consigned to enemy firms appetring on the Black Lists for China and Sian from porte in the United States will not be carried by ships belonging to the Con- ference lines. A list of such enemy firms has been supplied
to them.
8, a warning will be given to shippers of goods to firms not appearing on the White Lists that their goods
may be detained.
5. Ships will call at British port before touching at Chinese and Siamese ports.
*. in return no interference on the high sons will be
made with Conference ships, but exactly the same treatment should be given to goods landed from Conference ships for transhipment to Siam or China as to goods wo landed from
other steamers,
The shipping lines conoərned will in fact if not open ly co-operate with you in any policy which may be decided on,
The following arrange:pinte as regards goods brought into port in transit to or from Siạm and China and not landed for transhipment have been decided on:-
(A), in the case of china.
(1). No interference should be made with goods on
neutral ships.
(2). No interference should be made with good
shipped from the U.S.A. on Conference steam
