Re Jaggit Singh, otherwise J. S. Attwal.

Jaguit Singh is the son of Amar Singh, Zaildar, Pharala Jullundur, Punjab. I believe he first communicated with this office in December 1914. He has been to see me frequently and has sent me many letters

mbaining information regarding disloyal natives. He showed me a book which he said proved that he had been a Post-office clerk in India. He speaks and writes a certain amount of English. He was a labourer, at times a student, and, on account of his knowledge of English, was a small contractor or labour agent. He used to furnish me with copies of revolutionary newspapers, and publications which he said contained lists of contributors to the Gaddar Fund. He also, on one or two occasions, gave me letters which he intercepted, or got hold of in dome way or other addressed to other Indiane, and always made a great profession of his loyalty and stipulated that any comunications from this office should be sent in plain envelopes. His letters of informa -tion were forwarded, as a rule, to the Federal Immigration Officer in Vancouver.

He was very anxious to become a paid employee of the British Government. He expressed a certain amount of anxiety as to his safety, owing to the information which he was giving me. I am not certain whether he ever knew Inspector Hopkinson.

I do not know when he arrived in California.

Sir Francia Henry May, K.C.M.C.,

Governor of Hongkong.
