I have the honour to acknowledge the receipt
of your Despatch No. 259 of the 5th. of October informing me that you had granted Dr. F. Clark permission to retire from the Service of this Colony on Medical grounds.
Dr. Clark's pension has been duly calculated and his pension paper has been sent to the Crow Agents for the Colonies.

I learned with very great regret that Dr.Clark
had severed his connection with this Government and I desire to
place on record my own deep appreciation of the valuable work done
by Dr. Clark in this Colony and the sense of the Government of
Hongkong of the debt which it owes to him for his untiring and
successful efforts for the improvement of the sanitary condition
of the Colony. The condition from the sanitary standpoint of the
City of Victoria today compared with what it was when he arrived in
the Colony is an eloquent testimony of his work as Medical Officer
of Health.
