The following is in reply to your telegram dated 20th October. In cases where you are satisfied that there is no reason for detention letters to or from enemy subjects may be returned to the office of origin in China. In spite of the possibility of a claim for compensation under Article 8 of the Universal Postal Convention, such letters should be detained in cases where you think it is not desirable that they should reach an enemy sender or addressee though they are registered. I am addressing you in a despatch which follows by mail.
